Foreword: This book contains the proceedings of the 7th International Conference on Photonics, Optics and Laser Technology (PHOTOPTICS 2019) which was sponsored by the Institute for Systems and Technologies of Information, Control and Communication (INSTICC). PHOTOPTICS 2019 was held in cooperation with Photonics21, the Italian Society of Optics and Photonics (SIOF), the European Optical Society (EOS) Società Italiana di Fisica, the Japan Society of Applied Physics (JSAP), Canadian Nano Society, the European Materials Research Society (E-MRS), La Fédération Française de La Photonique, the Portuguese Society of Materials (SPM), Optics and Photonics Society of Singapore (OPSS) and the Optical Society. It was technically sponsored by the IEEE Photonics Society and the Science and Technology Events (SCITEVENTS) was the Logistics Partner. The Conference Program included oral presentations (full papers and short papers) and posters, organized in three simultaneous tracks: “Optics”, “Photonics” and “Lasers”. We are proud to announce that the program also included three plenary keynote lectures, given by internationally distinguished researchers, namely – Tomáš Čižmár (Leibniz Institute of Photonic Technology, Germany), Rute Ferreira (University of Aveiro, Portugal) and Alexey V. Kimel (Radboud University, Netherlands). The program also includes an invited presentation by Pablo Albella (University of Cantabria, Spain). PHOTOPTICS received 70 paper submissions from 26 countries. To evaluate each submission, a double blind paper review was performed by the Program Committee, whose members are highly qualified researchers in PHOTOPTICS topic areas. Based on the classifications provided, 12 papers were selected as full papers which led to a full paper acceptance ratio of 17%. These strict acceptance ratios show the intention to preserve a high quality forum, which we expect to develop further next year. All papers presented at this conference will be available in the SCITEPRESS Digital Library. Conferences are also meeting places where collaboration projects can emerge from social contacts amongst the participants. Therefore, in order to promote the development of research and professional networks the Conference included in its social program a Conference Social Event & Banquet on the evening of the 26th of January. We would like to express our thanks to all participants. First of all to the authors, whose quality work is the essence of this conference; secondly to all members of the Program Committee and auxiliary reviewers, who helped us with their expertise and valuable time. We would also like to deeply thank the invited speakers for their excellent contribution in sharing their knowledge and vision. Finally, a word of appreciation for the hard work of the secretariat: organizing a conference of this level is a task that can only be achieved by the collaborative effort of a dedicated and highly capable team. The organization distributed three paper awards at the conference closing session. A "Best Paper Award", "Best Student Paper Award" and a “Best Poster Award” was conferred to the author(s) of the best papers presented at the conference, selected by the Program/Conference Chairs based on the best combined marks of paper reviewing, assessed by the Program Committee, and paper presentation quality, assessed by session chairs at the conference venue.
