Abstract

In the past, people spent much time visiting local government office to complain about problems in their neighbourhood. They must pass a lengthy bureaucracy to be heard. The development of ICTs has improved the interaction between government and its citizens. The Jakarta Provincial Government implemented Qlue, a mobile application for public complaints. Once people post their complaints through Qlue government officials quickly responded to it. This research explores how officials of Jakarta Provincial Government used Qlue as part of their task, how they perceive the transformation into mobile government and how mediated communication could improve their performance in delivering public services to the people.
