Abstract

Bad governance in Papua has implications for low public access to public services, including services at health centers. This paper measures and describes the organization of community participation in services at three health centers in Jayapura regency. Data was collected from March to August 2016 involving a survey on 54-55 respondents with time-clustered random sampling, followed up with interviews and focus group discussion. Quantitative data were tested with one-way ANOVA and Spearman rank correlation. It is found that there are no guidelines for organizing community participation in health centers. MSF has not become a bridge for the community to participate except at the Depapre health center. The implementation of organizing community is not optimal. This study suggests that customary approaches are required, with e-governance implementation in participatory health centers and mandated successor forms (exit strategy).
