Abstract

A failure becomes something that will definitely be avoided. A quality failure demonstrates that the efforts of maintaining a good quality has failed to work. The logical consequence of all those things is the cost spent by the organization to fund the failure. Costs of poor quality are costs incurred as a result of failure. The cost of failure is usually hidden or deliberately hidden, so the cost of failure is very difficult to find or to calculate. Consequently, the study of the cost of quality and its utilization is very limited. This is a preliminary study with the purpose to identify issues related to quality cost utilization in the organization. It is also a first step in mapping the vulnerability of an organization and will be part of the concept of organizational resilience. The resilience of health care organizations becomes necessary because of the very high dynamics of health services with distinctive characteristics, besides the increasingly complex internal and external challenges of the organization. The substance of quality is the "prevention system", hence the concept of health service organization resilience to the emergence of poor quality becomes very important.
