A Quantum-Secure Niederreiter Cryptosystem using Quasi-Cyclic Codes

Abstract

In this paper, we describe a new variant of Niederreiter cryptosystem over quasi-cyclic codes of rate m−1 m . We show that the proposed cryptosystem is quantum secure, in particular, it resists quantum Fourier sampling and has better transmission rate with smaller keys compared to the one using binary Goppa codes.
