Revitalization of Mosque Funds Management for Economic
Empowerment

Abstract: This study aims to determine the development of the role of the mosque, especially the development of
mosque fund management and offers revitalization of mosque fund management in the modern era. This
research uses qualitative approach with literature study method. The results of the research analysis show
that the potential ability of the Moslem community to restore the function of the mosque as in the time of
the Prophet who not only used the mosque to facilitate his affairs in worship (mahdhah), but also as the
center of Moslem activities in various fields (ghairu mahdhah) the provision of facilities and utilize mosque
funds for the empowerment of people with modern mosque fund management system, so that the mosque
becomes independent which can also create various programs that attract the public and the community to
play an active role.
1 INTRODUCTION
Mosque has an important role in the development of
Muslims in the early period, where the mosque is a
place that has a primary function as prayer prostrate
to worship Allah SWT. Indonesia is a country that
has a variety of culture, race, ethnicity and religion.
The Central Bureau of Statistics of 2016 mentions
that 87.18% of the total Indonesian population is
predominantly Muslim. Increasingly Muslim
population is followed by increasing mosque as a
means of worshiping Muslims, where Information
Systems Mosque in 2016 states that mosques in
Indonesia amounted to 206,024 buildings. Of the
206,024 existing buildings, there are 30 mosques,
3,856 Great Mosques, 752 historic mosques, 359
large mosques, 173,222 mosques, and mosques in
public places totalling 28800. The number of
mosques that follow the growth of Muslim
population spread throughout Indonesia shows the
potential ability of the Muslim community to restore
the function of the mosque as in the time of the
Prophet for community empowerment.
The success of mosque management certainly
cannot be separated from the successful
management of the company as well. Therefore, the
function and role of the mosque needs to be
revitalized to fit the demands of religious teachings.
However, often the role of the mosque is not going
well because the management is less precise. Adnan
(129: 2013) revealed that there are unemployed
mosque funds in the Province of Yogyakarta Special
Region estimated amounted to US $ 30 million or
around 300 billion when the research was
conducted.
The phenomenon of change and shifting of the
function and role of the mosque is caused by the
lack of understanding from the managers of human
resources (ta’mir) mosque in managing mosque
mosque fund in modern era based on the era of early
Islam that is the time of Prophet and friends. Some
mosques only perform the role of worship, education
and mosque economy, although the implementation
of the function and role of the mosque has not run
optimally. In fact, if the allocation of mosque funds
is arranged properly and efficiently, then the amount
of funds that is very large can be felt for the benefit
of the people if the mosque funds exist throughout
Indonesia. (Jannah, 22: 2016).
2 LITERATURE REVIEW
The word mosque comes from the Arabic means
place of prostration or worship of Allah SWT. Bakar
(9: 2007) explains that the mosque is a place where
Muslims motivate and awaken the spiritual’s power

and one's faith. At the time of Rasulullah SAW, the
Nabawi mosque was built in a spacious field. The
mosque of Nabawi became the heart of the Madinah
city, where the existence of the mosque is not only a
place for Muslims to worship, but also used as a
place to determine military strategy, urban planning,
political activities, meeting places and as temporary
shelters around the mosque by the poor. After
Rasulullah SAW died, the mosque managed by the
companion’s relative did not change from the side of
the role and its function.
2.1 Mosque Economic Development
Model
Rasulullah SAW exemplifies how the model of
economic development is by using the mosque as a
central muamalah activities. When correlated with
the role of mosque and the development of Islamic
economy, the mosque is used as an amplifier of
Islamic foundation and learning muamalah theory.
The mosque has a vital function in the formation of
rabbani economic character so that the Islamic
economic system can be applied perfectly. In this
modern era, economic development, especially the
management of mosque funds requires
revitalization. By reviving something previously less
powerless, it makes life again a powerless mosque.
2.2 Economic Empowerment of
Mosque
The management of mosque funds is very important
in this case does not mean only collect the funds
obtained, including funds infaq, shadaqah, waqaf
and also the collection of zakat when the time
comes. The management of targeted and efficient
mosque funds can be channeled properly, for
example, the remaining funds are not necessarily
kept back as a saving but manage them better
through programs, so that the management of funds
can be wider and able to prosper the surrounding
community by inviting the community to participate
in it.
According to Huda (2008: 5) the value of justice is
very important in Islamic teachings, especially in the
life of social, political and economic law. The
distribution mechanism according to Sholahuddin
(2007: 207), is:

2.3 Utilization of Mosque for People’s
Welfare
Central Bureau of Statistics 2016 the number of poor
people reached 28.01 million people or 10.86% of
the total population of Indonesia (BPS, 2016). A
very large number, given the poverty in Islam is
considered as something to fight for, so that the poor
can be free from poverty to a prosperous society.
Social welfare is a prosperous state of society
(Depdiknas: Indonesian dictionary, 2008: 1067)
According to al-Ghazali in Karim (2011: 62) welfare
is a state of achievement for the purpose of
maintaining the goal of syara '(Maqasid al-Shari'ah).
The mosque has the potential to empower the
community because of mosque funds that have
excess every month. To be able to prosper the
environment, first the board or jama'ah and the
community must take care of the mosque with two
things, namely hissiyyah and maknawiyyah. The
things that can be done in the welfare of the mosque
are by making good management. In managing
finance definitely requires good management. The
scope of financial management according to
Mufraini (2006: 134) one of them is to create a
guide that includes the collection, distribution, and
balance of funds. In the fund raising should be clear
the type of funds and how the funds are received.
3 RESEARCH METHOD
This research uses descriptive qualitative approach
with literature study method. The literature study
seeks references to theories relevant to the case or
problem found. Library research is done by
reviewing the ideas of experts in books, journals,

and research report articles. This study uses the
Qur'an and hadith as the main source and some
external literature such as books and previous
research journals.
4 RESULT AND DISCUSSION
At the time of the Prophet Muhammad Islam
developed in Madinah, which is the center of the
form of Moslem activities such as discussion,
delivery of revelation and a place to study aqidah.
Let’s it be a place used elsewhere.
In the economic field, mosques in the early
development of Islam are used as "Baitul Maal"
which distributes the wealth of zakat, alms, and
spoils of war to the poor and the interests of Islam.
The weak group at that time was greatly helped by
the baitul mal. The prosperous mosque of Rasulullah
SAW is very diverse in function and role.
Sochimin (97-98: 2015) states that in carrying
out the function of the mosque as an educational,
social and economic center, it cannot be denied that
the factor of financial management is very important
in the effort to prosper the mosque.
In the financial management of the mosque must
be recorded cash inflows and outflows must be
reported periodically, including procedures for
income and expenditure must be arranged and
implemented properly, pay attention to the financial
management of mosques such as budgeting,
payment services, financial statements, funds and
banks. Recording is also done during the distribution
of funds so that the report can be detailed clearly
used for what and to whom the distribution of funds,
whether the distribution of funds made used for
consumptive or productive activities.
In this study, one of realization of mosque fund
management that has implemented the function of
economic empowerment and doing revitalization for
the welfare of society in Indonesia is Al-
Musabbihin mosque in Medan. Al-Musabbihin
mosque has a library room, opened schools such as
kindergarten, elementary school and junior high
school. Outside the formal education al-Musabbihin
mosque provides a study of interpretation for the
community. in the field of economic and social, al-
Musabbihin mosque opened aqua gallon and LPG
business opened for the needs of the community and
can help the mosque finances. Economic factors are
the most important part in prospering the mosque
(Jannah, 99: 2016). The social activities of the
Mosque of Al-Musabbihin not only collect Zakat,
Infaq, and Shadaqah from community and distribute
it to the rightful to receive it, but open the door of
the secretariat office for all people who want to
know questions about the mosque. The success of al-
Musabbihin mosque is one of the evidence of the
implementation and structuring of a good
management system, where in the management there
are auditors that make the mosque's budget
transparent so that public confidence in Masjid al-
Musabbihin can be maintained.
Another realization of a mosque fund
management that has implemented the function
economic empowerment for the welfare of the
community is the mosque of Jogokariyan Mosque in
Yogyakarta. With its programs, Jogokariyan Mosque
won the first winner of the Great Mosque Pilot
Special Region Yogyakarta (DIY) in 2016 held by
the Ministry of Religious DIY. Jogokaiyan Mosque
optimize fund from community for others which
each year use fund as much as possible until no one
is restrained in account of mosque. This is evidenced
by the accountable and accountable financial
statements of the mosque (Jogokariyan Mosque,
2016). In addition to fund optimization, the
Jogokariyan mosque also has its own Baitul Maal,
which is able to reduce the gap and improve the
welfare of the community in the Jogokariyan
mosque.
In addition to economic side, Jogokariyan
mosque also participate in social field by conducting
dawn movement, held activity of Ramadhan
afternoon market aimed at society as medium of
entrepreneurship and spur the society independence.
Mosque Jogokariyan also has a hotel on the third
floor of the mosque building and also the Hall of
Islamic Center Jogokariyan Mosque as a space for
various events that are leased to the public. Two of
these facilities can certainly be utilized from the
economic side, with the benefits of hotel and hall
space rental can be used to increase the cash funds
of the mosque which of course will be used priority
for the welfare of the people.
Both examples of mosques mentioned are
mosques that can optimize and provide refreshment
for the mosque environment that not only as a means
of worship, but the presence of the mosque provides
a great impact for the community, especially the
economic empowerment of people around the
mosque to be more prosperous.
5 CONCLUSION
Talking about the revitalization of the mosque's
function should the mosque function at the time

Rasullulah SAW is actually possible to do in the
modern era as it is today. With the technological
advances that exist today, it should be possible to
revitalize the mosque. Various innovations can be
created from a good mosque climate.
The role of the government of course cannot be
separated from this. Like the title of the Great
Mosque Pilot Competition conducted by the
Ministry of Religion Special Region of Yogyakarta
already properly imitated and practiced throughout
the territory of Indonesia. Various innovations
conducted Jogokariyan Mosque is certainly able to
spur other mosques in the archipelago to participate
in the development economy. Because the essence
of the mosque itself as a place of worship as well as
unifying the ummah of course can also be
functioned to prosper the community with its
economic function.
Some early efforts that can be done in the
purpose of revitalizing this mosque include:
1. Each village / district makes an interesting
mosque activity and creates a good climate so as
to attract the main interest of young people.
Where young people will contribute ideas and
innovations that are fresh and in tandem with
the development of the times.
2. The government should play an active role in
the revitalization program of this mosque.
Because Muslims as a majority can improve the
economy through various activities carried out
from the mosque.
3. Providing a container for mosques to innovate.
Jogokariyan Mosque itself for example, in
addition to having a good program also began to
develop a website that is very informative and
so worthy.
