Abstract: Despite the best preparedness of prevention, natural disaster can strike to everyone. Emergency response is a vital action for saving people from loss and damage. We select 2011 Thailand floods, one of the costliest disasters, as our case study. This paper focuses on lifesaving processes including rescue management, temporary evacuation shelter management, and relief management. In order to understand the whole sketch of the emergency response organization, it is necessary to know the essence of the overall processes. The research objective is to find out essential components of the emergency response organization to be guideline for emergency management. It is conducted through analysis and comparison with other cases. Based on literatures and face-to-face interviews with officers from related organizations, the general emergency response activities are visualized by DEMO. The findings can suggest fundamental transactions to policy-and-decision makers to put forward their plan for t he upcoming disasters. (More)
