Abstract: Armed terrorism in the Philippines is a sign that states in Southeast Asia should be concerned about arms smuggling in the region. The fact that several countries in Southeast Asia have armed terrorist cells affiliated to ISIS should be enough to convince ASEAN about this threat exacerbated by piracy against shipyard crews from Indonesia and Malaysia. ASEAN needs to take hard approach to combat the growing number of arms owned by the terrorists and criminal groups. This paper analyses why ASEAN must combat arms smuggling before it becomes a larger threat in the region. It concludes with suggestions on preventing gun related crime in ASEAN.
