7 Conclusions
Network Management for road traffic is badly needed in order to cope with our in-
creasingly congested road networks, but its development is slow and its current level of
deployment in practice is still limited. The slow development is caused by the inherent
high complexity of the problem and the chicken-egg dependencies between the various
components of this activity, such as between traffic management theory and the control
systems needed for NM. Important components in the approach that we propose in this
paper are: real-life pilots, algorithms for network partitioning and priority assignment,
architecture and standardization for the systems development needed to support the NM
activity, and strong involvement of operators in the development process.
