Abstract
In public policy studies, social movements and social variants are often marginalized. The growing assumption is that a change in public policy is understood as a paradigm of state will, rather than a network of public wills in the context of governance will. Whereas the facts show that policy changes occur because of social movements and digital connectivity. This article analyzes how the typology of policy advocacy networks can change public policy through digital connectivity. This article confirms that public policy change is a diagnosis of the integration of social movements and the mechanisms of collective action that accompany the process of articulation of basic values of policy. Digital media has shaped the change of political participation and activism. This study uses participant observation methods, in-depth interviews and documentary studies related to disability watch organizations. The results show that inclusive community coalition uses networking to reject the Sapu Jagat policy. The analysis shows that collective and connective action hybrids run side by side.
