The Role of Information Technology in the Conflict on River Development Projects Between Surakarta City Government and Residents

Abstract
The Surakarta City Government’s river development project aims to revitalize Pepe River, which passes through the Gumunggung neighborhood, a densely populated area of low socio-economic status. The residents had then established a meeting hall on the riverbanks. But due to Indonesian law, the government tore it down a few years later. This study identifies the causes of the conflict and the role of ICTs in helping resolve the conflict. Using ethnographic methods, the study found that the conflict between the city government and residents of the neighborhood was unavoidable due to ineffective communication and different interests.
