Abstract
The basic concept of School-Based Management (SBM) is a transfer of authority and responsibility of school management from the central government to a school site. Authority and responsibility cover the aspects of human resources, the maintenance of school infrastructure, school budgeting, and monitoring & evaluation. The aim of this research is to describe the efforts the school management undertakes in increasing the community participation and the constraints in implementing them. This is a qualitative research which aims to describe the phenomenon and contexts of the School Based Management. The approach used is ethnography descriptive/narrative where the goal is to portrait the efforts undertaken by school management in increasing their community participation and the constraints they face. The data were collected using three ways, namely: (1) interview, (2) observation, and (3) documentation. The data was gained from the current principal, the previous principal, the Chief of UPTD, the school committee, teachers, and parents. This research is conducted at one of primary school in Batulayar Barat, Nusa Tenggara Barat. The research findings are:1) The management of Batulayar Barat primary school is a decentralized management with greater autonomy to manage its own education which applies a Bottom-Up approach in running the school where all decisions and policies are taken from all school community’s contribution 2) The community participation falls into two categories: structural and cultural. Structural consist of planning, executing, and evaluating, and cultural consist of home visit and voluntarily activities, and 3) There are constraints faced by school both structural ( school committee) and cultural (time and communication).
