“Pak YM is very active once awaken the community…..”: The Role of A Community Leader in Community Empowerment at A No-Drugs Village in Surabaya City

Abstract

Drugs abuse, along with illicit trafficking of narcotics, psychotropic drugs, and other hazards are a problem that can threaten the community. The Indonesia National Narcotics Agency released the prevalence of drug abuse among the population aged 10 to 59 years old that has increased by 0.02% from 2014 to 2015. One of the efforts by that agency to overcome drug problems is to conduct the program of the no-drugs village in 2008. The objective of this study was to describe an empowerment effort undertaken by members of Kampung Nagabonar to gain the no-drug village’s predicate. This was a descriptive qualitative case-study approach. The determination of informants used a criterion-based selection. The implementation in achieving the predicate of the no-drugs village cannot be separated from the empowerment stage, namely input, process, and output. Empowerment input consists of seven community potentials. The most important potential is the community leader. The head of the village has had the important role of empowering his community. While the awareness and capacity building as a part of the empowerment process are important factors to influence the community, the community leader could influence the awareness and capacity building at Kampung Nagabonar.
