Abstract

International Emergency Public Health Concern (PHEIC) is included as a health risk which does not have serious attention. This is a strict supervision toward one of the causes of diseases in a country. This should have been referred to standard of procedure that has control over this certain area. This research aimed to evaluate implementation of transportation traffic control based on the standard (Regulation of sea quarantine no. 1 in the year 1962, Regulation of Ministry of health no. 425, year 2007, the procedure operational standard of activity of Port Health Office in the country entrance). This was an evaluation research that used a descriptive qualitative method with a case study design. The research subject was organizer and decision maker of supervision on ship entrance from abroad in the KKP and shipping agent which is always related with the program implementation. Previous research showed that there was a limitation on number and qualification of human resources, although the program was still running by utilizing the existing human resources, equipment and tools which were not complete so that the equipment used was insufficient. There were officers in obedience in implementing some points of the program based on the existing technical guidance.
