Abstract

The application of information technology that has not been optimal in financial management internal control at the Ministry of Public Works and Housing becomes one of the causes of weakness in financial management internal control. Strategy and performance measures of information technology must be aligned with strategy and performance measures of financial management in order to improve quality of financial management internal control. This thesis provides study about strategy and performance measures of information technology that is in line with the strategy and performance measures of financial management at the Ministry of Public Works and Housing using Balanced Scorecard. The study was conducted qualitatively with in-depth interviews and document studies in order to provide research result in detail. The strategy and performance measures of information technology must support financial manager to have an information system and database which are appropriate, integrated and safe to support the use of an effective, efficient, accountable and transparent budget and the optimal use of state-owned property. Balanced Scorecard makes IT division can align and determine right strategy and performance measures in financial management to improve financial management internal control at the Ministry of Public Works and Housing.
