Abstract

Indonesia is one of the world’s largest coal producers and exporters with total number of production and export in 2017 are 271 million ton (rank-5) and 17,9 million ton (rank-2) respectively. However, Indonesian coal export has been dominantly carried by foreign vessels, so that it effects on decreasing national fleets usage in the export activities. In order to enhance the participation of national fleets on the export activities, Indonesian government created a policy to change the terms of delivery on coal export from free on board (FOB) to cost insurance and freight (CIF). Therefore, the coal export should be transported by national fleets. The problem is total national fleets could merely control 3% of total coal export transportation.
