Abstract

There are various reasons that make persons with disabilities unable to get a formal education. Some of these many reasons are going to school, like accessible,school facilities, the readiness of teacher and learning system, many parties do not understand how inclusive education can be implemented. This research is qualitative research using an explorative, descriptive approach to analyze existing problems. The use of an explorative, descriptive approach is used because of the nature of research that wants to reveal the phenomenon of the problem. This research needs to explore detail problem in implementation of inclusive education. Various obstacles and challenges still faced by persons with disabilities to be able to enjoy educational opportunities are hindered by the availability of school facilities and infrastructure, the availability of teachers who have the ability to teach students with disabilities, challenges of parents of non-disabled students, deaf and blind students with basic communication skills and abilities read. teacher's inability to access grant programs offered by the government. The role of social marketing is very necessary. Socialization, school assistance and monitoring and evaluation to schools and various stakeholders are needed to ensure that various government policies that encourage the realization of inclusive education can be implemented.
