Estimation of Human Capital Developmant in Ukraine

Abstract
Human capital is one of the important elements in the formation, competitiveness, and development of the state. The modern leadership of the developed industrial countries of the world is ensured mainly by the available human capital and powerful technologies and equipment. Therefore, timely assessment of the level of human capital development makes it possible to make effective management decisions on the formation of a competitive economy. The purpose of this article is to study the level of human capital development in Ukraine using international indices and available statistics. To achieve this goal, the most widely used and recognized indices measuring human capital (Human Capital Index, Human Development Index, Social Development Index, Global Competitiveness Index and Global Talent Competitiveness Index) and statistics from the State Statistics Service and international organizations were used. The results of the study showed that modern indices of the level of human capital do not reflect its quality. Most often, they show only a superficial description of human capital in the form of quantitative indicators. Depending on the index, the assessment of human capital also changes, which leads to different conclusions. In particular, Ukraine occupies a high position on certain components of human capital, but there are still many unresolved issues that are destructively reflected in the level of development of the national economy.
