Abstract
Traditional traffic light controllers are unable to respond to variations in traffic demand as they generally rely on fixed-time signalisation with predefined sequences. This work presents two algorithms, one for incident detection and one for congestion forecasting. The Extended California Algorithm (ECA), an incident detection algorithm, addresses flaws in the established California Algorithm. The congestion forecast algorithm detects occurrences when traffic exceeds the capacity of the accessible roads by comparing the present dynamic road capacity with the anticipated future traffic flow. Both are then compared with the established California algorithm.
