1 INTRODUCTION
Library is an institution which has activities in the
field of information, education, science, research,
recreation, and preservation of the cultural treasures
of the nation (Romadhona 2022). Its main activity is
to collect, store, or maintain, and present and
empower library collections and provide services to
the community (Anna & Harisanty, 2019). A library
in principle has three main activities, namely: 1)
Collect all the information in accordance with the
activities and mission of the institution and the
community it serves. 2.) Preserving, maintaining,
and caring for the entire collection of the library to
remain in good condition, intact, wearable and not

Services circulation is often considered the
spearhead for the library in the service to the user
(Sunyowati et al. 2022). Because a portion of the
circulation services are services most frequently
used by library users (Subagyono et al. 2022). in
other words, circulation services are one of the
library services directly related to library users, so its
presence very well determine the image of a library
where users (Romadhona, Kurniawan, et al. 2022).
Loan collection is one of the main activities in the
circulation (Romadhona, Wati, et al. 2022). Lending
activities is a process of recording transactions
conducted by the librarian with the user when the
user to borrow a book. A common type of loan
collection is a collection of books (Hernoko et al.
2022).
Utilization of the library collection as carried out
in accordance with national standards library. At
SNI on the type of collection one of them explained
that the library develops collections tailored to the tri
dharma college (Romadhona 2020). College
libraries provide library materials to support tri
dharma college. Library provides library materials
irrespective of format or media to support education,
research, and community service and other dharma
activities in accordance with the program of their
parent institutions.
Collection development policy is a policy and
planning documents required libraries to impart
information in accordance with the duties of their
parent organization. Utilization of the collection is
the process of generating certainty that libraries meet
the information needs of the population it serves in a
timely manner and economically, using information

Based on the above presentation we were keen to
lift the title on Factors - Factors Affecting Student
Borrowing Collection at the Library of UPN Veteran
East Java. Our reason to choose the above title
because they want to know the factors - factors that
affect student UPN Veteran East Java library to
borrow books UPN Veteran East Java.
Based on the explanation above, then the
problem can be formulated as follows. What factors
affect student borrowing UPN Veteran East Java
library collections in East Java. As for the goal is to
identify factors - factors encountered in conducting
circulation services.
2 THEORITICAL FRAMEWORK
One of the critical success of a library is a collection
of library materials or possesses. A library would be
meaningless if the available collections are not in
accordance with the need’s users. Therefore, a
library must be attentive to the need’s users in the
procurement of library collections.
Adequate collection of library materials, both
regarding the number, type, and quality, well-
organized, with the processing system and ease of
access or retrieval of information, is one key to the
success of the library. Therefore, the library needs to
have a collection of relatively complete library
materials in accordance with the vision, mission,
strategic planning, policies, and objectives. The
library collection is good, can meet the tastes, wants
and needs of readers (Sutarto, 2006).
Utilization in Indonesian dictionary means a
process, method or act utilize / use, meaning it can
be concluded that the utilization is a process or way,
of making to take advantage of anything we need
(Hasan, 2005).
In terms of the use of library materials in the
library utilization is influenced by internal and
external factors (Suwarno, 2009), Internal factors
include:
A. Individual needs
a. Cognitive needs
Needs related to information, knowledge and
understanding. This requirement is based on
the desire or urge - the urge to meet and master
the environment, as well as satisfy our curiosity
and encouragement for our investigation.
According to the author in this study cognitive
needs related to the needs of students used the
collection to obtain the information.
b. Effective needs
Needs associated with aesthetic experience,
pleasure, and emotional experience. Effective
needs are related to the needs of students in the
use of the collection because there will be a
feeling of being satisfied, comfortable, and safe
because it has been informed by reliable based
on the information presented in the collection,
and information that comes directly from the
experts or experts of a science. So, there are no
doubts of the students in the use of the
information contained in the collections.
c. Personal integration needs
Needs associated with credibility, confidence
or trust, stability, and the status of the
individual. This requirement comes from the
urge for self-esteem. Personal integration needs
regarding the needs of students used the
collection as personal information in the
process of completing academic assignments.
d. Social integration needs
Needs related to the addition of household
contacts, friends, and the outside world. This

need is based on a desire to affiliate. Social
integration needs can be exemplified, for
example, a student uses a book which is a
collection of media for a discussion with a
friend about the information in a book.
Through the utilization of the collection and to
discuss the information in the collection of the
media guide students to establish interaction
with other people who are nearby.
e. Needs runaway
Needs associated with the desire to get away
from the pressure, reduce tension, distraction,
and the urge to seek entertainment. Needs
runaway can be exemplified, for example, a
student can earn by utilizing the collections of
the library such as reading literature, novel or a
book - a book that entertains the students, so
that the book serves as a medium to escape
from the problems being experienced, relieve
boredom, obtain entertainment, feel the inner
peace.
B. Motive
Motive is a reason or impulse that causes a
person to do something / act / behave a certain
(Handoko, 2002), Motif is stimulation,
encouragement or power for the behavior
(Sunaryo, 2004), It can be concluded that each
motif has a goal and member encouragement to
someone to take action.
C. Interest
Interest is the appeal both from within and
from outside (Dalyono, 2010), Interests is a
typical disposition arranged through individual
experiences have to find the object, activity,
understanding, skills and goals as a result of
caregiving and deployment capabilities. Term
interest is often interpreted as the pleasure of
someone about something.
The external factors include:
A. Completeness of collection
Completeness of a library can have an impact
on services in the library. The library should
provide educational media library furnishings
and equipment that the ratio of the amount
depends on the number of learners. In addition,
librarians must procure a collection to
complement the library collection in order to
provide excellent service. The procurement
process is usually to purchase library, grants or
donations. Procurement should do so routine in
the library collections always follow the
development of science.
B. The skills of librarians in serving users
Librarian is someone who has the
competencies acquired through education or
training and librarianship as well have a duty
and responsibility to carry out the management
and library services. Librarian skills are needed
to be able to provide superior service to
learners, it is hoped the information needed by
learners can be determined with the help of
librarians. Librarian skills can also be
developed by participating seminars on
librarianship.
C. Limitations in the search facility back
Retrieval process consists of a collection of
documents, the information needs of users, the
matching process between the two. Libraries
need a means to be able to facilitate search
collections so more efficiently and effectively.
Search means there is now a free (open
source), for example SLIM.
All the above explanation can be stated that there
are two (2) factors that affect users of library
materials that utilize internal factors that include the
needs, motives and interests, external factors include
the completeness of the collection, librarian skills in
serving users and limitations in retrieval.
In accordance with the above literature review,
we will use all the review of the literature that has
been described above on the grounds that the two
theories that they give as a benchmark for our report.
3 LITERATURE REVIEW
The results of the research already carried out by
students at the University of Indonesia, which
examines factors - library book collections
utilization factor in learning activities (Maraharja,
2013), This study discusses the factors - library book
collections utilization factor in learning activities.
This study aims to identify factors - the utilization
factor of a collection of books in learning activities.
This research is a quantitative research with survey
method. Respondents in this study were school
students. Data collection methods used in this study
using a questionnaire. In the research that has been
conducted shows that the need to use a collection of
books just to get recognition from others (peers and
teachers), or rather want to be considered a smart
man, but still there is a need to add information,
understand the lessons, self-development and self-
nurturing. While the motive is largely motivated to
add insight and knowledge, others to do chores, take
advantage of free time, prepare for the exam and the
atmosphere is conducive library. While nearly half

interest in utilizing and borrowed a collection of
fiction for example comics, story books and novels,
others used textbooks, newspapers, and collections
of nonfiction. Ministry where the collections are still
less complete, less up to date and not in accordance
with the subject matter so that learners feel less
satisfied in utilizing the collections provided by the
library SMP Ananda. The results obtained for an
assessment of the librarians less able to help learners
in providing services. According to librarians less
skilled learners.

From the table above we can see that supporting
the borrowing process is very adequate, for example,
it can be seen when students want to borrow books
provided that OPAC is a tool to guide the resources
(books) needed after looking at bookshelves that
have been sought in OPAC students putting book
bags which has been provided by the UPN "Veteran"
Library in East Java.
Factors - factors that influence students to
borrow library materials in the Library of UPN
Veteran East Java divided into two internal factors
and external factors. Internal factors include the
individual needs, motives, and interests. External
factors include the completeness of the collection,
librarian skills in serving the user, and the limited
facilities in the search returns.
The need of information is one of the important
needs and must be met. Because the information can
respond and solve problems in daily life - today. The
need of information included in the group of
cognitive needs, the need for effective, the need for
personal integrity, social integrity requirements, and
needs an escape.
Cognitive needs may include requirements
relating to information, knowledge and
understanding (Geck, 2006), This requirement is
based on the desire or urge - the urge to meet and
master the environment, as well as satisfy our
curiosity and encouragement for our investigation.
From the data that we have taken from the field is a
collection of books is a collection of the most
support for the coursework by students UPN Veteran
East Java so that the students come to the library to
do a loan service books that interested him were the
average - average students there feel that the
collection greatly aided library for information.
Needs are effectively needs associated with
aesthetic experiences, pleasures, and emotional
experiences. Needs effectively relate to students'
needs in the use of collections because they create a
sense of satisfaction, comfort, and security because
they have been reliably informed based on the
information presented in the collection, and
information that comes directly from the expert or
experts of a science, so it does not appear doubts of
the students in the use of information in the
collection (Battleson et al., 2008), From the data that
we have taken from the field is a student of UPN
Veteran East Java trust the accuracy of the
information contained in the library of his friend
rather than his own experiences. Collection of books
again - again become a favourite collection of
students to solve personal problems and complete
the task of lecturers compared to other collections in
the library so that the resulting sense of satisfaction
when they already meet or are already splitting of
the existing problems in themselves each - each. We
can conclude that the effective needs of students are
met by the collections of the library.
The need of personal integrity that needs
associated with credibility, confidence or trust,
stability, and the status of the individual. This
requirement comes from the bribe for self-esteem.
Personal integration needs with regard to the needs
of students used the collection as personal
information in the process of completing academic
tasks (Georgas, 2013), From the data we already
take the field is a collection of books is a favourite
of readers for students to gain knowledge of
intellectual on each - each student, but to pity the
students are now relying more on the Internet to help
analyse problems and to assist scientific thinking
than entrusting the library to help solve these
problems. We can conclude that the personal
integrity needs of the students more inclined to be
resolved with the help of the internet in the library
collection.
Social integrity needs are needs related to the
addition of household contacts, friends, and the
outside world. This need is based on a desire to
affiliate. From the data we've collected in the field is
social media more attached to myself each - each
student compared to other media, resulting from
social media they can take advantage of the library
collection to find a discussion to solve the problems
of each - each student.
Escapement needs to be defined by the needs
associated with the desire to get away from the

pressure, reduce tension, distraction, and the urge to
seek entertainment. From the data we have collected
in the field is the average - average students UPN
Veteran East Java borrow books at the library to
escape the problems of the course.
Motifs can be a reason or impulse that causes a
person to do something / act / behave certain.
Gathering the use of motives or encouragement
causes students to take advantage of library
collections. The motive can be called an exploration
pattern. The motive for exploration is to examine
and investigate the motives. Exploration motif is
very important for science because humans have a
curiosity that always want to know the things that
are still secret. From the data we have collected in
the field most of the work the students have to
borrow books at the library motive is to increase
knowledge, work and complete the task,
Interests are typical disposition arranged through
individual experiences must find the object, activity,
understanding, skills and goals as a result of
caregiving and deployment capabilities. Term
interest is often interpreted as the pleasure of
someone about something. Someone will have a
high interest in reading if the reading is easy to
understand, dense text, there are depictions that
seem alive, it involves the reader raises various
emotional reactions and require prior knowledge.
From the data we have collected in the field
indicates that the students UPN Veteran East Java
more have more interest in the collection-related and
consistent with study program elaborated by the
student,
Completeness of a library can have an impact on
services in the library. The library should provide
educational media library furnishings and equipment
that the ratio of the amount depends on the number
of learners. In addition librarians must procure a
collection to complement the library collection in
order to provide excellent service (Yeoman &
McMahon, 2016). The procurement process is
usually to purchase library, grants or donations.
Procurement should do so routine in the library
collections always follow the development of
science. From the data we have collected in the field
shows that students there are already satisfied with
the completeness of library collections UPN Veteran
East Java library.
Librarian is someone who has the competencies
acquired through education or training and
librarianship as well have a duty and responsibility
to carry out the management and library services
(Anwar, 2010), Librarian skills are needed to be able
to provide superior service to learners, it is hoped
the information needed by learners can be
determined with the help of librarians. From the data
we get on the ground already show that librarians
library UPN Veteran East Java sometimes drive
directly, or just show procedures for borrowing
library materials through diagrams and sometimes
librarians would ignore the current confusion of
students who will be trading book lending.
Retrieval process consists of a collection of
documents, the information needs of users, the
matching process between the two. Libraries need a
means to be able to facilitate search collections so
more efficiently and effectively. Search means there
is now a free (open source), for example SLIM.
From the data that already we get the field indicate
that most students are helped by the facility retrieval
library materials, because they already have
experience of how to find library materials they need
quickly and effectively without wasting considerable
time, but it is when a student their need’ve briefed
how to find library materials digitally and how to
borrow library materials in the library UPN veteran
East Java.
5 CONCLUSIONS
In the research that has been done we found that the
collection of books that are excellent students to
solve problems that exist in the lecture. The book
collection is a collection of the most support for the
coursework by students UPN Veteran East Java so
that the students come to the library to do a book-
lending service where the average - average they
feel that the library's collection is very helpful to get
information. The internet remains a medium that is
relied upon to help analyse problems and to assist
scientific thinking than trusting to help the library to
solve these problems. However, students still
realized that by borrowing a book they will escape
from the problems of the course. Motif students
borrow library collection is to add insight, working
and completing individual tasks - each student in
accordance with the program of study taken. As for
the completeness of the collection, the skill of
librarians and library facilities in East Java UPN
Veteran been fulfilled properly so that it can assist
the process of borrowing books the students. Based
on the conclusions of our research results suggest to
