Abstract: Electronic journal is a change from the printed journal which can be used as a source of scientific reference.
Electronic journals are publishing scientific articles in a scientific journal, ISSN air by an institution via
electronic media (paperless) and distributed to all users or can be accessed via an internet portal available.
Utilization of electronic journals also be able to save time, cost, and energy. The main function of the
journal remains the same, i.e. registering, deploying, check to fellow scientists (peer review) and preserve
knowledge. This study aims to determine the use of electronic journals by users in libraries ITS. This
research approach is descriptive and quantitative research methods, this study also used a questionnaire as a
tool used in data collection. The results showed that nearly all students of ITS has been utilizing electronic
journals subscribed ITS library. Journal Ecteronic in ITS can meet the information needs as well as
supporting lectures for students. But there are several obstacles in the use of electronic journals, such as
electronic journals difficult to use, some students still do not know how to use and access the electronic
journal and there are also constraints in the foreign language electronic journal that can make students
discouraged to take advantage of electronic journals as reference material.
1 INTRODUCTION
Along with the times, the development of
information technology today has developed very
rapidly (Suhariono et al., 2022). And now the
presence of information technology has been very
easy for users to their information needs in the
library (Romadhona et al., 2022). On campus
libraries in general have used electronic-based
facilities to meet the needs of its users. Based on
Law No. 43 of 2007 Article 24, Paragraph 3,
university libraries are expected to develop
information and communication technology-based
services to support the implementation of research
activities (Subagyono, Chumaida and Romadhona,
2022).
In the Law on libraries from article 1, paragraph
2, a library is a collection of all information in the
form of paper, print, and / or works recorded in
various media that have educational values, are
collected, processed, and managed. The library
presents a diverse collection, both print and non-
print (digital) (Sunyowati et al., 2022). The
development of digital technology has caused the
growth of types of resources to increase very
rapidly. Digital collection users can access the
library's online collection or subscribe through
electronic devices that are connected to the internet
(Romadhona et al., 2022). Journal as one of the
library collections is very important to use because it
presents problems, theories or the latest findings
about specific problems in the field and in scientific
journals including the latest data and / or re-
interpretation of previous studies that can be used as
reference material by users (Zed, 2008). Print
journals are now becoming obsolete and turning to
electronic journals, (Hasan, 2013), electronic
journals are changes from print journals that can be
used as sources of scientific references. Until the
early 1990s, scientific journals scored the focus of
scientific activities to become the main collections
of university libraries (Azwar and Amalia, 2017)).
Electronic journals have many advantages over
print journals (Romadhona, Subagyono and Agustin,
2022). Because electronic journals often go up
before print journals. The use of electronic journals
can also save time, money, and energy. Students can
take advantage of electronic journals from anywhere
and at any time. Librarians also do not need indexes
for journals, because the electronic journal system
already provides indexing facilities (Azwar and
Amalia, 2017)). The main function of the journal

remains the same, namely registering, disseminating,
examining fellow scientists (peer review) and
preserving knowledge (Romadhona, 2020). The
presence of electronic journals is expected to support
the research and learning process of higher
education academics as a reference source that can
be accessed easily and quickly.
The ITS Library was established to support the
implementation of Tri Dharma College. In carrying
out these functions, the ITS library collects,
processes, and documents scientific papers such as
theses, theses, and dissertations of ITS graduates.
managed information in the form of printed and
electronic library materials. The library has
electronic ITS journals available, including
American Society of Civil Engineers (ASCE),
American Society of Mechanical, Engineers
(ASME), Marine Technology, Springer Link,
Emerald insight, Cengage Learning (GALE), IEEE
Xplore, EBSCO, ProQuest, ScienceDirect, Nature
and much more. With an electronic journal, this
helps the academic community to support the
learning process as well as references for writing or
scientific research.
Therefore, the authors conducted research to
ensure the use of electronic journals that are
subscribed to by the ITS library, and to find out what
are the obstacles faced by users in utilizing these
electronic journals.
2 LITERATURE REVIEW
2.1 Digital Collections
Collection of digital information is a form of non-
print collections. This collection has several
advantages compared to the printed collection,
among others, the user faster and easier to obtain
information. Ease of obtaining scientific information
is increasing as the number of public and private
agencies that organizes digital library. The biggest
benefit of digital information is unrestricted access
to scientific articles.
According to Law No. 43 Year 2007 Article 24,
Paragraph 3, the college library is expected to
develop services based on information and
communication technologies to support the
implementation of research activities. Due to the
availability of electronic-based library collection is
required by users in accessing information,
especially for the smooth process of learning.
Journal as one of the library's collection is very
important to use because it presents the issues,
theories or the latest findings on specific problems in
the field and in the journal Scientific can be found
the latest data and / or reinterpretation of previous
studies that can be used as reference materials by the
user (Zed, 2008).
2.2 Journals
Journal is one of the library's collections is most
needed by users to find information about the latest
scientific discoveries (current). According to Anwar
(2013) of the journal is another name for periodicals,
newspapers or a stylized inscription records the
events - events from time to time in order
(chronological). The conclusion of the journal is a
publication of a scientific nature are published
regularly both print and electronic form which
contains findings of a recent work in the study of
science (Anwar, 2013).
2.2.1 Type - Type Journals
A. Printed journals
Printed journal is a journal published in book
form. Journal of this type are usually issued by
the public or professional associations,
universities and other learning institutes, and
commercial publishers. Journal printed normally
can only be read in the library so that utilization
is still not maximized by users. In addition, the
development of the information in the printed
journal is also slow, in the printed journal
storage also takes place more because they have
grouped one by one (Djamarin, 2015)
B. Electronic Journals
Electronic journal is a journal that is available
through electronic media or web that has been
formatted so easy for the user. According to the
AACR (Anglo American Cataloguing Rule), the
electronic journal is a publication in the media
published a row that relate numeric or
chronological order, accessible via the web,
features are like journals, magazines and ISSN
(International Standard Serial Number) (Sari,
2014).
2.3 Utilization of Electronic Journal
According to the Indonesian dictionary it is stated
that "utilization means the process of the road, and
the act of utilizing something for its own sake". The
use of electronic journals is the activity or activities
of users in using journals in terms of finding the
information needed.

In terms of access to electronic journals are
divided into two, namely: open access and closed
access. Electronic journals can be accessed free of
charge and can be downloaded and printed with free
open access journals, while electronic journals
cannot be accessed when not subscribed to and use a
password for closed access journal access.
Electronic journals that can be accessed with
open access are journals that contain resources that
allow users to access scientific works for free and
there is a username or password that accesses them.
Closed access online journals are journals that are
subscribed to by an agency or agency and in
accessing them a username or password is required
to access the journal (Azwar and Amalia, 2017).
2.4 Utilization of Electronic Journals
Constraints
In the use of electronic journals themselves are still
considered to be less effective after libraries have
difficulty and spend a large budget, it turns out that
many electronic journals are not utilized by users.
Many factors affect the use of electronic journals
that are not optimal for its users. One of the factors
that influence the use of electronic journals is
computer amenities to access electronic journals in
the library are inadequate, internet facilities are less
supportive / slow connection, electronic journals are
difficult to use, do not know how to use / access
journals and electronic topics No results found.
Another factor that has always been a problem in the
use of electronic journals is the problem of language
differences (Lesviani, 2018).
2.5 Intended Use Electronic Journal
In general, electronic journals used by users with
different purposes, one of them as a reference
source, supporting research material or case studies,
and is also used as a fulfilment of the tasks normally
performed by the students. Electronic journals can
also be used as access to the college library to
improve services to the digital collection to users
3 RESEARCH METHOD
This research is descriptive and quantitative
approach to research methods. According to
Moleong (2004) quantitative research is the
scientific method because it has met the rules of
scientific principles. While understanding the
descriptive method of research conducted with the
sole purpose of investigating or knowing the
circumstances, conditions, or things - other things.
The study was conducted in the Library ITS
(Institute of Technology November). The study
population is the electronic journal library of ITS.
The sample in this study are students who've
accessing/utilizing electronic journals. Data
collected through interviews and questionnaires.
Objects that are to be studied in this research is the
use of electronic journals in the Library ITS.
4 RESULTS AND DISCUSSION
This study aims to determine the use of electronic
journals by users in the ITS library. This research
has the results that show the students 'knowledge
about the existence of electronic journals which
shows the dominant is the students' knowledge about
the existence of electronic journals through libraries.
We can conclude that the role of libraries is very
important in disseminating their electronic journals
and how to use them, so that electronic journals can
be accessed by many parties. The study of the
frequency of use of electronic journals can be said
that the frequency of online journal usage is one of
the factors to determine the extent of online journal
use. The results of the data obtained with respect to
the average - the average search time of journals in
which students, the average time - the search for
journals for 1-2 hours is more dominant.
To measure search results to electronic journals,
research shows that downloads are an act of
dominant search results. Most students use personal
laptops to access electronic journals even though the
ITS library already provides a computer that can be
used to access electronic journals. ITS students are
also more likely to download electronic journal
search results compared to printing / printing.
These results indicate the main purpose of users
using e-journals is for study purposes and more
dominant tasks and then followed for research
purposes. This shows that the use of electronic
journals is very important for students to make it
easier to find reference material and information to
facilitate assignments or research conducted by
students. In addition, the results of this study are a
complete collection of journals provided by the
library to meet the needs that are met or complete
information which has the largest percentage of
86%. There is also the result of this analysis, the
main obstacle that is felt when accessing e-journals
is the computer facilities to access electronic
journals in the ITS library are inadequate and lack

internet support / slow connections which have the
largest percentage, which is 57%.
The results of this study on understanding in
understanding the information contained in E-
journals using foreign languages ie students rarely /
sometimes feel difficulties while understanding
information contained in e-journals that use foreign
languages. And having foreign language barriers
often makes students reluctant to use electronic
journals as a source of information.
The results of this study regarding e-journals are
often used in meeting the information needs of
'ScienceDirect' which has the largest percentage up
to 56%. Topic/subject that is often used to access e-
journals is technique, which has the largest
percentage of 52%. Because it is not in accordance
with the point of this research object, namely in the
ITS library, which has almost all engineering
majors, besides that there are also e-journals
subscribed to the ITS library that are often used by
students such as SpringerLink, ProQuest, ASCE,
EBSCO, and others.
5 CONCLUSIONS
Based on the results of research and discussion, then
several conclusions that most students know of the
existence of electronic journals ITS derived from the
ITS library and from the information in the library.
They access the electronic journals subscribed by the
ITS library to search for information as a source of
study and reference purposes in doing the
coursework, thesis, and thesis. In addition to access
the electronic journals in the library environment
students are also often access electronic journals in
the reading room and other faculty access electronic
journals at home and at boarding facilities or
elsewhere contained Wi-Fi.
