particular, that the territory of Uzbekistan was known
and famous to the world as one of the major centres
of the Eastern Renaissance, and it gives us pride and
pride.
The founders of the Eastern Renaissance are our
great countrymen, the great power of our people - Al-
Khorazmi, the founder of the algorithm, Al-Fargani,
the encyclopaedist, Abu Rayhan Beruni, who made a
great contribution to the development of geodesy and
mineralogy, Ibn Sina, known in the West as
Avicenna, and dozens of others such as the statesman
and great astronomer Mirza Ulugbek it is manifested
in the discoveries and researches made by thinkers,
that is, the founders of science.
In addition, the names of our ancestors, such as
Imam Bukhari, Burhoniddin Marginani, Hakim al-
Tirmizi, Mahmud Zamakhshari, Bahauddin
Naqshband, Alisher Navoi, were written in golden
letters in the history of not only the Islamic world but
also world civilization. For this reason, the head of
state in his speech touched on high attention to
science and education and emphasized that "In time,
our children will be Ulugbek, Ibn Sina, Beruni, I
definitely believe in it." In these views, he puts
forward the idea that any stability and development is
built on enlightenment.
If we dwell on some empirical results on the signs
of the Third Renaissance period, as a result of reforms
in the development of preschool education, 5
thousand 722 states, private, and family kindergartens
were established last year. As a result, the pre-school
enrolment rate increased from 38 per cent to 52 per
cent in one year. In 2019, 4 Presidential Schools and
3 Creative Schools with completely new content and
forms started working. For the development of higher
education, 19 new higher educational institutions,
including branches of 9 prestigious foreign
universities, were opened last year. In cooperation
with leading foreign universities, 141 joint training
programs were launched. A total of 146,500 students
were admitted to higher education institutions or 2
times more than in 2016.
So, in order to achieve these lofty goals, one of the
main goals of the innovation development strategy of
the Republic of Uzbekistan in 2019-2021 is the
development of human capital, and the other is to
enter the 50 most advanced countries of the world
according to the Global Innovation Index by 2030.
According to the official data of the State
Statistics Committee of the Republic of Uzbekistan,
the total expenditures on the scientific fields have
increased by almost 14% over the past years. This
figure was 528.8 billion soums in 2018 and increased
to 603.3 billion soums by 2019. However, today, the
amount of funding for science is 0.2% of the GDP and
has remained unchanged for years. This indicator is
equal to 1.7% on average worldwide, especially in
China in 2008 it increased from 1.4% to 2.14%, and
in the Republic of Korea from 3.1% to 4.5%.
Although the funds allocated from the state
budget to the field of science have been increased 2-
3 times over the past 3 years, this growth rate is
mainly directed to increasing the monthly salaries of
subjects engaged in scientific activity, and sufficient
funds are not allocated for the development of the
material and technical base of scientific organizations
in the country.
With the direct initiative of the head of our state,
a strong mechanism connecting science, education
and production is gradually being developed and
implemented. As a practical result of reforms aimed
at strengthening the role of science in the
development of our country, a number of scientific,
educational and innovative organizations (structures)
were established in 2017-2020. These include 32
scientific and innovative structures (6 technological
parks, 8 scientific centres and 18 research institutes)
and 29 new higher education institutions and their
branches.
As can be seen, the processes of creating modern
innovative systems with new quality and power on a
very large scale, which are the foundation of the new
era, continue in our country. The third renaissance
envisaged by our head of state will be a bright
celebration of the development of science, economy
and society in our country, all the achievements made
with the good intention of serving the people and
pleasing people - the intelligence, talent and talent of
our people and youth.
Enlightenment is a guarantee of development and
stability. On the basis of this idea, most of the
devotees of our country, scientists, researchers, and
scientists began to research the specific factors of the
new Renaissance period in our country. In particular,
the ideological, ideological, and psychological
aspects of the Third Renaissance period were
researched by Professor M. Kuronov, doctor of
pedagogy, and H. Jabborov, doctor of philosophy in
