Abstract: In this article, the fact that educational awakening is a guarantee of stable societies is scientifically justified

by the example of the experience of “New Uzbekistan”. In the article, it is proved by theoretical and empirical

data that investing in science is an investment in the stabilization of societies.

1 INTRODUCTION

Our research on this issue has been the key to the

stability of society, people and nations at all times, in

all civilizations. Today, in all media, including

television, newspapers, magazines and social

networks, as well as in the communication and speech

of our people with each other, expressions such as

“New Uzbekistan”, and “New Uzbekistan - a new

worldview” are used.

Internationally, when talking about our country,

the phrases “New Uzbekistan” and “New Uzbekistan

experience” are mentioned. It is no exaggeration to

say that this country has entered a completely new

stage of stability, development and educational

progress in the following years, and it is a recognition

of the great achievements we are making.

Looking at the centuries-old rich history of our

country, we can see that special attention has been

paid to science and enlightenment. In those times, the

rise of science, art and culture in society, the

achievements of great figures in their work, and the

contribution to the development of world civilization

have been a cause of pride for all of us.

Our studies on the issue raised in our article

coincided with the period of enlightenment in our

country, i.e. the first Renaissance period - the era of

the Somonites. During this period, the scientific-

philosophical works and universal discoveries of our

great ancestors became the foundation stone for the

Islamic civilization. The second period of the

Renaissance coincides with the era of Amir Temur

and the Timurids, and not only Transoxiana, but all

Central Asian countries will rise to a new level of

development.

During the celebrations of the 29th anniversary of

our country’s independence, the words of the

President of the Republic of Uzbekistan were heard:

“In modern times, when the glorious power of our

people is flourishing, a new renaissance is being laid

in Uzbekistan - the foundation for the Third

Renaissance.” Today’s Uzbekistan is not yesterday’s

Uzbekistan in these speeches of our president. Our

nation today is not the nation of yesterday,” they

emphasized.

Our theoretical and practical analyses show that a

new renaissance - the Third Renaissance - has indeed

begun in Uzbekistan. Today, the development

processes taking place in our country, in our rapidly

developing life, are manifesting themselves in all

spheres. Therefore, in the early years of our

independence, we tried to understand our national

identity, to grasp the essence of our rich historical,

spiritual and scientific heritage and to realize it, now

our people are united to realize the idea of “From

national recovery to national rise” with a steady step.

During this period, the upward trend of social

thinking is established in our society, and the

embodiment of both national and universal values

characteristic of it is recognized. Social thinking,

which combines the national spirit and universal

human values, is becoming a standard and a solid

foundation for the sustainable development of our

country.

The fact that the head of our state has declared the

current era as the transition from national recovery to

national growth is based on firm belief and profound

wisdom. After all, it is inevitable that our next 10

years will be a period of real growth and

development. Because the laws, decrees and

decisions adopted in recent years, and the large-scale

reforms being implemented, are the basis for new

horizons of development. “We set ourselves the main

goal of creating the foundation of a new renaissance

in Uzbekistan, that is, the Third Renaissance, through

large-scale democratic changes, including

educational reforms”.

2 THE MAIN RESULTS AND

FINDINGS

We used the methods of observation, interview,

socio-pedagogical and psychological questionnaires,

and content analysis in the scientific justification that

the Third Renaissance is a guarantee of stable

societies. Based on these methods, the following

theoretical and empirical conclusions were made. A

deep understanding of the essence of the Third

Renaissance by each of us, our whole society, will

create moral and economic stability in societies,

peoples and nations. If we look at our history in the

scientific justification of these ideas, we will see that

our motherland, located at the crossroads of the Great

Silk Road, has been one of the centres of high

civilization and culture since ancient times. “The rich

scientific and cultural heritage of our people, ancient

stone inscriptions, priceless architectural monuments,

rare manuscripts, and various artefacts testify to the

deep roots of our statehood history of three thousand

years,” says President Shavkat Mirziyoev.

The Third Renaissance can be scientifically

explained by the fact that the following vital ideas in

creating spiritual and economic stability in our nation

came to life, “Society is the initiator of reforms”,

“The people should serve the people and not the state

bodies, but the state bodies should serve the people”,

“Honesty vaccine”, “Where there is no spirituality,

there will never be justice!”, “Human interests are

greater than everything else”, “If the people are rich,

the state will be rich and powerful”, “If the people are

satisfied with us, our work will be fruitful and

blessed”, “Justice is the law”, “We are a nation that

has created a great history, a great state, and a great

culture,” “We are a great nation that never shies away

from work, is not afraid of difficulties, values justice,

is determined, and is a great nation” we can explain

that such principles are being put into practice.

In addition, the fundamental principles of the third

Renaissance in our country began with the naming of

2020 as the “Year of Science and Digital Economy

Development”. It would not be an exaggeration to say

that the reforms of this period served to further

accelerate the first revolutionary renaissance in the

history of the development of Uzbekistan, that is, the

Third Renaissance.

The words of the head of our state in many

speeches, aimed at developing knowledge, not only

young people, but also members of our society as a

whole, first of all need knowledge and high

spirituality. A special emphasis is placed in the first

verse. is put on knowledge and the word

“Knowledge” is repeated and repeated, Imam

Bukhari said: “There is no salvation except

knowledge and there will be no salvation!” words like

these show how important this invitation is.

Therefore, in his speech to the Oliy Majlis this year,

the President said in vain: “The greatest wealth is

intelligence and knowledge, the greatest inheritance

is a good education, and the greatest poverty is

ignorance!” he did not say.

So, during our research, we obtained several

theoretical and practical empirical results, and

scientific conclusions through the above methods and

presented them. Therefore, every society invests in

science, spirituality and enlightenment for its spiritual

and economic stability - this is an investment for a

great future. It is very clear to us from the long history

and the experience of highly developed advanced

countries of our age that a country without the

development of knowledge can never be a full-

fledged country. Indeed, knowledge is the bliss of two

worlds. A person without knowledge does not realize

the value of the blessings given. Knowledge is

salvation for man.

Therefore, our country has been a centre of

knowledge and a crossroads of civilizations since

ancient times. Great scholars, scientists and thinkers

who spread the knowledge of science and gnosis to

the world came from this blessed land. They founded

many aspects of science and became a glorious

beacon of world civilization. It is worth noting, in

particular, that the territory of Uzbekistan was known

and famous to the world as one of the major centres

of the Eastern Renaissance, and it gives us pride and

pride.

The founders of the Eastern Renaissance are our

great countrymen, the great power of our people - Al-

Khorazmi, the founder of the algorithm, Al-Fargani,

the encyclopaedist, Abu Rayhan Beruni, who made a

great contribution to the development of geodesy and

mineralogy, Ibn Sina, known in the West as

Avicenna, and dozens of others such as the statesman

and great astronomer Mirza Ulugbek it is manifested

in the discoveries and researches made by thinkers,

that is, the founders of science.

In addition, the names of our ancestors, such as

Imam Bukhari, Burhoniddin Marginani, Hakim al-

Tirmizi, Mahmud Zamakhshari, Bahauddin

Naqshband, Alisher Navoi, were written in golden

letters in the history of not only the Islamic world but

also world civilization. For this reason, the head of

state in his speech touched on high attention to

science and education and emphasized that "In time,

our children will be Ulugbek, Ibn Sina, Beruni, I

definitely believe in it." In these views, he puts

forward the idea that any stability and development is

built on enlightenment.

If we dwell on some empirical results on the signs

of the Third Renaissance period, as a result of reforms

in the development of preschool education, 5

thousand 722 states, private, and family kindergartens

were established last year. As a result, the pre-school

enrolment rate increased from 38 per cent to 52 per

cent in one year. In 2019, 4 Presidential Schools and

3 Creative Schools with completely new content and

forms started working. For the development of higher

education, 19 new higher educational institutions,

including branches of 9 prestigious foreign

universities, were opened last year. In cooperation

with leading foreign universities, 141 joint training

programs were launched. A total of 146,500 students

were admitted to higher education institutions or 2

times more than in 2016.

So, in order to achieve these lofty goals, one of the

main goals of the innovation development strategy of

the Republic of Uzbekistan in 2019-2021 is the

development of human capital, and the other is to

enter the 50 most advanced countries of the world

according to the Global Innovation Index by 2030.

According to the official data of the State

Statistics Committee of the Republic of Uzbekistan,

the total expenditures on the scientific fields have

increased by almost 14% over the past years. This

figure was 528.8 billion soums in 2018 and increased

to 603.3 billion soums by 2019. However, today, the

amount of funding for science is 0.2% of the GDP and

has remained unchanged for years. This indicator is

equal to 1.7% on average worldwide, especially in

China in 2008 it increased from 1.4% to 2.14%, and

in the Republic of Korea from 3.1% to 4.5%.

Although the funds allocated from the state

budget to the field of science have been increased 2-

3 times over the past 3 years, this growth rate is

mainly directed to increasing the monthly salaries of

subjects engaged in scientific activity, and sufficient

funds are not allocated for the development of the

material and technical base of scientific organizations

in the country.

With the direct initiative of the head of our state,

a strong mechanism connecting science, education

and production is gradually being developed and

implemented. As a practical result of reforms aimed

at strengthening the role of science in the

development of our country, a number of scientific,

educational and innovative organizations (structures)

were established in 2017-2020. These include 32

scientific and innovative structures (6 technological

parks, 8 scientific centres and 18 research institutes)

and 29 new higher education institutions and their

branches.

As can be seen, the processes of creating modern

innovative systems with new quality and power on a

very large scale, which are the foundation of the new

era, continue in our country. The third renaissance

envisaged by our head of state will be a bright

celebration of the development of science, economy

and society in our country, all the achievements made

with the good intention of serving the people and

pleasing people - the intelligence, talent and talent of

our people and youth.

Enlightenment is a guarantee of development and

stability. On the basis of this idea, most of the

devotees of our country, scientists, researchers, and

scientists began to research the specific factors of the

new Renaissance period in our country. In particular,

the ideological, ideological, and psychological

aspects of the Third Renaissance period were

researched by Professor M. Kuronov, doctor of

pedagogy, and H. Jabborov, doctor of philosophy in

psychology, and the following analysis can be given

in it. “Third Renaissance - meaning + thought + idea

+ action = National idea!” formula is given. In this

case, independence should be strongly protected, and

lessons should be learned from the past, for example,

independence can be defended militarily and morally.

We know from history that when we were colonized,

the nation was not united. it turns out that it is not

absorbed.

Today, our most vital idea is called “From

National Revival to national rise”. The nation and the

society that has restored its nationality are now

moving towards growth, stability and development.

Now we must protect the independence of Manashu,

the foundation of the third Renaissance. If we do not

protect it in time, it can be violated by enemies. We

need to protect this from the spiritual side as well.

That is, we must fight against those who are trying to

destroy the foundations of the Third Renaissance.

Most of the research and analysis on the matter

shows that we are being attacked spiritually from afar.

In our opinion, we should not remain silent in the face

of such spiritual attacks. We have to answer them and

that too on a scientific basis. If the construction and

defence of the Third Renaissance are built on a

scientific basis, it will be a great guarantee. Just as the

border guard protects the country with a weapon, the

same protection is established in the spirit of the

people.

The third renaissance is a national idea, why

should we call it a spiritual idea? Because if we look

at science, we know the answer. Let's start with the

word's meaning. Because in order for the third

Renaissance period to be fully realized and quickly

realized, people and young people must understand

and accept the meaning of the third Renaissance.

They should realize that it is in their own interest. In

order to be happy, he must admit that he is the third

Renaissance. He must understand the meaning.

After meaning comes thought. After the thought

comes the idea. After the idea, the action begins. The

movement created the Third Renaissance. As a result

of action in the mind of every Uzbek.

So, it will be difficult if we do not start from the

beginning now if we do not organize a scientific

organization from the beginning on a thorough

scientific basis. Why is it difficult? It will be difficult

for people to join the national movement if they do

not have a good understanding if they do not see their

own interests. It will be necessary to call and organize

them again. They may not want to join this

movement; they are busy with small things.

Therefore, the first stage is the stage of explaining the

meaning of the third Renaissance to people.

The second stage is the stage of making people

think. That is, let people start talking about the third

renaissance in different words, talk about the third

Renaissance in their daily life, ask questions, express

their opinions, why, because if they don’t share their

opinions with people, what people know about the

third renaissance, what they think, are these opinions

correct, it is impossible to know whether it is wrong,

it cannot be evaluated, it can be graded, where, in

which area people understand the third renaissance

correctly, where it is good, where it is average and

where it is not understood.

The third stage is the idea suppressor. Whether the

third renaissance has become the idea of every person

or not, where, in which region, in which organization,

the idea of the people in the ministry has become the

idea of the third renaissance, the idea of the third

renaissance has become complete. It is necessary to

develop the causes that develop.

The fourth step is the action button. Where the

movement of people for the third renaissance is

active, where it is moderate and where it is slow. Why

is it slow? A scientific and only a scientific approach

can answer these questions, an unscientific approach

only sees superficially, makes superficial

conclusions, organizes superficial work and achieves

superficial results. This cannot be allowed. This is the

question of the third renaissance in the spiritual-

ideological question, which should consist of four

stages.

3 CONCLUSION

In conclusion, it should be said that at the root of the

special attention given to science and enlightenment

in our country lies a deep meaning, that is, the issue

of stability and development based on this. Science

and enlightenment are the foundation of the new era

of renaissance and stability, and on its basis is the

national thinking, national idea, faith in the future and

development of the citizens of this country, which is

one of the main priority factors that ensure stability in

the society. With the development of science, the

development of not only the economy, but also the

socio-cultural sphere is guaranteed, and there is no

doubt that this guarantee represents a new era of

renaissance.
