PROTECTING PRIVACY IN MEDICAL DATABASES - Efficient Local Generation of System-Wide Unique Health IDs

Abstract
In this paper we will introduce a replacement for linkable unique health identifiers: locally generated system-wide unique digital pseudonyms. The presented techniques are based on a novel technique called collision free number generation which is discussed in the introductory part of the article. After this brief introduction, we will pay attention onto two specific variants of collision-free number generation: one based on the RSA-Problem and one based on the Elliptic Curve Discrete Logarithm Problem. The main part of the article focuses on two applications of unique digital pseudonyms: centralized medical records and anonymous medical databases.
