Abstract
This paper describes research on components that affect readiness in supporting the development of a new framework for e-Learning governance as an evaluation tool. This is due to the development of e-Learning (online learning) to achieve the best performance along with the rapidly developing technology. However, there are problems of incapabilities in improving the quality and quantity of the required system in order to be a comprehensive assessment process to achieve satisfactory results. The solutions for these problems are by improving governance on the system being run. The Khan framework, the EDM (evaluate, direct, monitor) domain that is owned by the COBIT 5 and ISO/IEC 38500 framework creates a new united framework by combining the components in each framework. So that the dimensions and domains which have been formed can be adopted according to the governance requirements on the e-Learning systems and improve performance to support the readiness of learning process in the e-Learning systems in Higher Education, especially in Indonesia.
