Abstract
This paper discusses how to identify and assess the impact of policies on organizations that engage in partnership. Partnership is a viable option for organizations wishing to sustain their growth and reinforce their competitiveness to respond to ongoing changing business conditions. Because policies regulate organizations’ operations, they could either promote or undermine partnership. In this paper, policies are specialized into local and partnership, and are specified in Open Digital Rights Language (ODRL) defining what is permitted to do, what is prohibited from doing, and what must be done. The paper devises partnership scenarios as a set of coordinated partnership policies, labels partnership policies as either supportive of or opposing to local policies based on an impact analysis, and, finally, implements a policy-based partnership system.
